Assam Public Service Commission invites application from Indian Citizens as defined in Articles 5 to 8 of the Constitution of India for the under-mentioned posts under Assam Government in the scale of pay as indicated below and carrying usual allowances as admissible under Rules of the Govt. of Assam.

(A) Name of the Post/Posts

1. Principal of Luit Konwar Rudra Baruah State College of Music, Assam under Cultural

Affairs Deptt.

(i) Number of Post : 1 (One)

(ii) SCALE OF PAY: Rs. 12,000/- to Rs. 40,000/- PM with Grade Pay of Rs. 6300/- PM plus other

allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: A candidate shall be within the age of 38 years on the 1st January, 2015 with relaxation in case of candidate belonging to special categories like SC, ST.

(iv)Educational Qualification: Master Degree in Arts, Science, Commerce of any other discipline from a recognized university with M.Mus (Nipun) from Bhatkhande Sangeet Vidyapith, Lucknow, M. Mus (Alankar) Gandharba Mahavidyalaya, Mumbai, M. Mus (Prabhakar) Prayag

Sangeet Samiti, Allahabad.

OR

Master Degree in Music from any recognized university with Bachelor Degree from any recognized or its equivalent.

(v) Administrative Experience: Must have administrative experience at least for 5 (five) years in an executive post or similar other organization and capability of running the college independently and teaching experience for at least 20 years.

2. Certifying Surgeon under Labour and Employment Deptt.

(i) Number of Post : 03 (three)

(ii) SCALE OF PAY: Rs. 12,000/- to Rs. 40,000/- PM with Grade Pay of Rs. 5400/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: Not less than 23 years of age and not more than 38 years of age on 01.01.2015. The upper age limit is relaxable for reserved categories of candidates as per existing Rules.

(iv)Educational Qualification: MBBS Degree conferred by any Institution recognized by Indian Medical Council. Preference will be given to the person with experience in Public hospital or in Factory Medical Department or having Diploma in Industrial Hygiene or Industrial Medicine.

3. Deputy Superintendent of Police (Communication) Class-I (Jr. Grade) in the APTS Cadre under Home (A) Deptt.

(i) Number of Post : 04 (four)

(ii) SCALE OF PAY: Rs. 12,000/- to Rs. 40,000/- PM with Grade Pay of Rs. 5400/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: 21 years to 38 years as on 01.01.2015. The upper age limit is relaxable up to 5 (five) years in case of SC/ST(P)/ST(H) candidates.

(iv)Minimum Educational Qualification: A Bachelor Degree in Telecommunications/Electronics Engineering or equivalent or M.Sc. (Physics or applied Physics) with specialization in wireless or Electronics or equivalent from a recognized university.

Preference will be given to candidates having

(i) Post Graduate Degree in Telecommunications/ Electronics Engineering or equivalent or any further Higher Degree after ME or M.Sc (Tech) in Electronics/Telecommunication Engineering and

(ii) 2 years practical and administrative experience in a major Telecommunications organization.

4. Lecturer, SCERT HQ Establishment & SCERT Jorhat Campus

(I) Geology : 1 (one)

(i) SCALE OF PAY: Rs. 12,000/- to Rs. 40,000/- PM with Grade Pay of Rs. 5900/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(ii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is

relaxable by 5 years in case of SC/ST candidates. (iii)Essential Qualification :

(i) Master Degree in the concerning subject with 55% marks from any recognized university.

(ii) M.Ed. with 55% marks.

(iii) At least 5 years teaching experience in Elementary or Secondary Education

(Govt./Provincialised School or College)

Weightage :

(i) Experience in conducting teacher training programme/working experience in SSA or

RMSA.

(ii) Evidences of published research paper in education. (iii) PhD in school subject

(iv) Proficiency in the use of ICT for educational purpose.

(II) Mathematics : 1 (one)

(i) SCALE OF PAY: Rs. 12,000/- to Rs. 40,000/- PM with Grade Pay of Rs. 5900/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(ii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is

relaxable by 5 years in case of SC/ST candidates. (iii)Essential Qualification :

(i) Master Degree in the concerning subject with 55% marks from any recognized university.

(ii) M.Ed. with 55% marks.

(ii) SCALE OF PAY: 12,000/- to Rs. 40,000/- PM with Grade Pay of Rs. 5900/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is

relaxable by 5 years in case of SC/ST candidates. (iv)Essential Qualification :

(i) Master Degree in any subject with 55% marks from any recognized university.

(ii) M.Ed. with 55% marks.

(iii) At least 5 years teaching experience in Elementary or Secondary Education

(Govt./Provincialised School or College)

Weightage :

(i) Experience in conducting teacher training programme/working experience in SSA or

RMSA.

(ii) Evidences of published research paper in education. (iii) PhD in school subject

(iv) Proficiency in the use of ICT for educational purpose.

6. Programme-Cum-Script-Writer, SCERT H.Q. Establishment

(i) Number of Post : 02 (two)

(ii) SCALE OF PAY: Rs. 8,000/- to Rs. 35,000/- PM with Grade Pay of Rs. 5100/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is

relaxable by 5 years in case of SC/ST candidates.

(iv)Essential Qualification :

(i) Master Degree in any subject with 55% marks from any recognized university. (ii) M.Ed. with 55% marks.

Weightage :

(i) At least 2 years teaching experience in Elementary or Secondary Education Govt./Provincialised

/College/working experience in SSA or RMSA (ii) Certificate in Mass Communication.

(iii) Proficiency in the use of ICT for educational purpose.

7. Lecturer, Hindi Teacher Training College, North Guwahati

(i) Number of Post : 1 (One)

(ii) SCALE OF PAY: Rs. 8,000/- to Rs. 35,000/- PM with Grade Pay of Rs. 5100/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is relaxable by 5 years in case of SC/ST candidates.

(iv)Essential Qualification :

(i) Master Degree in Hindi with 55% marks from any recognized university.

(ii) B.Ed. Degree or equivalent degree in Hindi from any recognized university. Weightage :

(i) Major in Hindi at degree level from any recognized university.

(ii) Preference will be given to the candidates who possess M.Phil/M.Ed or equivalent degree in

Hindi (Candidate having PhD in Hindi shall be given special weightage)

8. Lady Lecturer Cum Hostel Superintendent, Hindi Teachers Training College, North Guwahati

(i) Number of Post : 01 (one)

(ii) SCALE OF PAY: Rs. 8,000/- to Rs. 35,000/- PM with Grade Pay of Rs. 5100/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is

relaxable by 5 years in case of SC/ST candidates.

(v) Essential Qualification :

(i) Master Degree in Hindi with 55% marks from any recognized university.

(ii) B.Ed. Degree or equivalent degree in Hindi from any recognized university. Weightage :

(i) At least 5 years teaching experience in a Secondary school or in a college.

(ii) Preference will be given to the candidates who possess MPhil/M.Ed or equivalent Degree in

Hindi (Candidate having PhD in Hindi shall be given special weightage)

9. Lecturer, Language Laboratory, Hindi Teachers Training College, North Guwahati

(i) Number of Post : 01 (one)

(iii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is relaxable by 5 years in case of SC/ST candidates.

(iv)Essential Qualification :

(i) Master Degree in Hindi with 55% marks from any recognized university.

(ii) B.Ed. Degree or equivalent degree in Hindi from any recognized university. Weightage :

(i) Major in Hindi at Degree level

(ii) Preference will be given to the candidates who have MA in Hindi Linguistics or Diploma in Hindi (Linguistics) with MA in Hindi literature. Preference will also be given who possesses MPhil/MEd or equivalent Degree in Hindi (Candidate having PhD in Hindi shall be given special weightage)

10. Field Officer, Hindi Teacher Training Colleges, Norh Guwahati.

(i) Number of Post : 02 (two)

(ii) SCALE OF PAY: 8,000/- to Rs.35,000/- PM with Grade Pay of Rs. 5100/- PM plus other allowances as admissible under the Rules of Govt. of Assam.

(iii) Age: Minimum 21 years and maximum 38 years as on 1st January, 2015. The upper age limit is

relaxable by 5 years in case of SC/ST candidates.

(iv)Essential Qualification :

(i) Master Degree in Hindi with 55% marks from any recognized university.

(ii) B.Ed. Degree or equivalent degree in Hindi from any recognized university. Weightage :

(i) Candidates must have Major in Hindi in Degree level

(ii) Preference will be given to the candidates who have experience in Planning and Management or Educational Tour and published research work in Hindi (Candidate having PhD in Educational Planning and Management shall be given special weightage)

11. Principal in three Homeopathic Medical Colleges of Assam under H&FW (B) Deptt.

(i) Number of Post : 03 (three)

(iii) Age: Candidates should not be less than 45 years and not more than 50 years of age as on

01.01.2015.

(iv)Educational Qualification : Post Graduate qualification in Homeopathy and holding a post of not less than the teaching cadre of Professor in a Degree level Homeopathic College for at least 2 (two) years.

The qualification shall be the one included in the second schedule of Homeopathy Central

Council Act, 1973.

Desirable Qualification: Degree/Diploma in Administration/Health Administration from any recognized institutions.

Experience as Supervisor/Guide for Post Graduate programme in Homeopathy and original publication in research.

B. HOW TO APPLY

a. Application form may be obtained by downloading the same from the APSC’s website www.apsc.nic.in.

b. The last date of receiving duly filled up application form in the Commission’s office is fixed on

17.11.2015.

c. Applications (including applications received through post) received after the last date fixed for receipt shall not be entertained.

d. Applications which are signed by the candidates and accompanied by all particulars as called for in the application form prescribed by the Commission only shall be considered and candidates fulfilling all the terms of the advertisement of the respective posts shall be called for a Screening test or Viva- voce interview where necessary as decided by the Commission.

e. (i) All candidates whether in Government Service or in Government owned undertaking or other similar organizations/Corporations/Boards/Bodies or in private employments should forward his/her application through his/her Controlling Officer/Employer. He/She should ensure that the application reaches the Assam Public Service Commission within the closing date, failing which it is liable to be rejected even if it had been submitted to the Controlling Officer/Employer before the closing date.

(ii) The Commission shall in no way be responsible in the event of any candidate after appointment is not released by the concerned authority to enable him/her to join the new post.

HOW TO FILL UP THE FORM

a. Applicants must affix 1 (One) copy of recent photograph on the space provided in the application form firmly with good quality glue/adhesive and also should enclose another copy along with the application. The photograph must be signed prominently. The Commission shall not be responsible for detachment/ loss of the photograph.

b. Since the practice of furnishing attested copies of certificates/mark sheets etc. by competent authority has been discontinued by the Govt., the applicant shall furnish copies of certificate/mark sheet etc. declared by himself/herself as certified to be true copy of the original along with the application.

c. In case of detection of any false declaration / statement made by any applicant, his/her application will be rejected and will also be penalized as per Rules/Law. Self attested photocopies of Certificate / Mark Sheet from HSLC onwards and also Caste Certificate / Registration Certificate / Experience Certificate (where necessary) should be furnished invariably and should be tagged properly without any chance of getting lost during transit. The Commission will not be responsible for any such loss due to improper tagging.

d. Incomplete application in terms of the Advertisement will be summarily rejected. No documents will be entertained after the last date of submission of application.

C. WRITTEN TEST / INTERVIEW:

If the number of applications received is large, the

i. Commission may short-list the number of candidates either on the basis of their marks obtained in the qualifying academic examination required for the post in terms of advertisement.

-OR-

ii. By holding Screening test (Multiple choice objective type written examination) which will be notified in due course.

D. The list of candidates whose applications are found valid or rejected after scrutiny will be made available in the Assam Public Service Commission’s website (www.apsc.nic.in) showing grounds of rejections in due course.
