Eligibility Conditions for the post of Deputy Registrar (Serial No. 1):

1.    A Master's degree with at least 55% of the marks or its equivalent grade of B in the UGC 7 point scale
2.    Holding the analogous post on regular basis under Central Government or State Government or Union Territories or Universities of recognized Research Institutions
Or
Nine years of experience as Assistant Professor in the AGP of Rs.6000 and above with experience in educational administration
Or
Comparable experience in research establishment and/or other institutions of higher education,
Or
Five years of administrative experience as Assistant Registrar in the Grade Pay of Rs. 5400/-or in an equivalent post.
3.    5% relaxation in percentage of marks at Master's level from 55% to 50% will be extended to SC/ST/PH categories and to the existing incumbents who are already in the University system as provided under UGC guidelines issued from time to time.
Note: "Candidates should have leadership qualities and requisite experience in one or more of the following areas: Accounting, Auditing and Financial procedures OR Administrative matters including legal, recruitment, establishment, campus and estate management OR Academic matters such as conduct of examinations, maintenance of students records, award of scholarships, degrees, etc. OR Materials Management, procurement/distribution of materials, import procedure/stores accounting, stock verification, etc. Practical experience of using relevant software in related area is essential."
Desirable competencies:
1.    Experience of working in the areas like Resource mobilization, planning & development, alumni affairs, international relations, handling of MOU's with Universities and other institutions, funding agencies, collaboration in development of academic contents, learning material, event management, etc.
2.    Development of computerized working environment, MIS and ERP of common administrative functions, record management and attendance monitoring system, training functions and HR/competency development
Eligibility Conditions for the post of Executive Engineer (Civil) (Serial No. 2):
1.    Degree in Civil Engineering
2.    Holding the analogous post on regular basis under Central Government or State Government or Union Territories or Universities of recognized Research Institutions
Or
Experience of 15 years in profession out of which 06 years experience should be as Assistant Engineer (Civil) in University/Government Institution/Department/Public Sector Undertaking;
3.    Knowledge of Computer Operation;
Eligibility Conditions for the post of Section Officer (Serial No. 3):
1.    A University Degree;
2.    Holding the analogous post on regular basis under Central Government or State Government or Union Territories or Universities of recognized Research Institutions
Or
At least 3 years experience in Administration/Establishment/Accounts/Secretarial work in a junior supervisory post in the Grade Pay of Rs. 4200/- in a Central/State University/Government/Autonomous body Or
08 years experience as Assistant/UDC/Stenographer in the Grade Pay of Rs. 2400/- in a Central/State University/Government/Autonomous body
3.    Knowledge of Computer Operation;
Eligibility Conditions for the post of Junior Engineer (Civil) (Serial No. 4):
1.    Diploma in Civil Engineering from a recognized institutions/State Technical Board with at least three years post qualification experience in supervision of works/maintenance.
2.    Holding the analogous post on regular basis Or
Relevant experience in preparation of estimates, analysis of rates, processing of contractor bills for civil works, knowledge of software tools, CPWD Rules etc.
3.    Desirable Experience.
(a)    Degree in Civil Engineering
(b)    Knowledge of Computer Aided Design (CAD) and latest management technology/other relevant software/applications
Note:
1.    For the post of Sr.No.1, if the number of applications are more, there will be written test of General English, University Administration and Govt. Service Rules of 100 marks for 3 hours.
2.    (a) For the post of Sr.No.3, there will be written test of Paper-I on Essay, precis, drafting and applied English grammar for 03 hrs duration and Paper-I I on General office procedure, service rules and financial regulations for 03 hrs duration;
(b) Minimum qualifying marks in each paper of the written tests prescribed for the posts at Sr. Nos.3 will be 40%. Relaxation in minimum qualifying marks in written test will given to SC/ST/OBC candidates for the reserved posts of each category i.e. 20% for SC & OBC, 25% for ST. This will not be taken into merit of the Selection.
3.    The question paper except for the paper of General English will be bilingual and the candidates will have the option to answer either in Hindi or in English. The written test will not be taken into merit of the Selection.
General conditions:1.    Upper age limit : Maximum 56 years. The Maximum age limit for appointment by deputation shall not exceed fifty-six year as on the closing date of receipt of applications.
2.    Persons in service of Govt./Autonomous/PSU should apply through proper channel along with vigilance clearance and integrity certificate. Attested copy of last five year ACR/APAR's be also sent separately.
3.    The period of deputation, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government etc., shall ordinarily not exceed five years,
4.    Application should be submitted in the proforma enclosed and be forwarded by the Cadre Controlling Authority with a certificate, as per the proforma enclosed.
5.    Candidates who are in the direct line of promotion in their respective feeder cadre shall not be eligible for consideration for appointment on deputation basis.
6.    The other terms and conditions of the appointment on deputation will be governed in accordance with the guidelines issued by the GoI/DoPT vide letter No.6/8/2009-Estt(Pay II) dated 17.06.2010 and as amended from time to time.
7.    Merely possessing the prescribed qualifications and requisite experience would not entitle a person to be called for the written test/interview.
8.    Candidates who have not completed mandatory Cooling Off period may be not be recommended by the organizations.
9.    The selected candidates will be appointed on deputation/short term contract basis initially for a period of one year, which may be further curtailed/extended in the interest of administrative exigencies on mutual consent of the lending/borrowing departments.
10.    The University reserves the right:
(a)    To fix criteria for screening the applications so as to reduce the number of candidates to be called for written tests/interview.
(b)    To conduct written tests to further shortlist the candidates for such posts where no test is prescribed in the recruitment rules and a large number of applications are received;
(c)    To increase/decrease the number of vacancies on its own discretion.
(d)    To frame a panel of filling up future vacancies arising during the tenability of panel which is normally operative for one year;
(e)    Relax the age/qualifications/experience at its discretion; and
(f)    Not to fill up any of the advertised positions.
11.    Written test(s) should not be construed as a merit test; the selection will be made on the basis of performance in the interview on the recommendation of the Selection Committee.
12.    Knowledge of Computer Application is necessary for all posts.
13.    No TA/DA or local conveyance shall be paid to the candidates called for skill/written tests/interview.
14.    Incomplete applications shall liable to be rejected and no correspondence will be entertained.
15.    Applications received after last date shall not be entertained and the University will not be responsible for any postal delay.
16.    The applicant should clearly mention the name of the post applied for on the envelope.
17.    Amendments/changes, if any, in the advertisement shall be published only on the JNU Website (www.jnu.ac.in/career).
