Closing Date for applicants of Assam, Meghalaya, Manipur, Arunachal Pradesh, Mizoram, Nagaland, Tripura, Sikkim, J&K, Andman & Nikobar & Lakshdweep islands, Lahaul & Spiti District and Pangi sub-division of Chamba district of Himachal Pradesh and candidates residing abroad –28.01.2015

Applications are invited from the eligible and outstanding sportspersons in the prescribed format (given here under) for filling up of 21 (Twenty One) vacancies in Pay Band-1 (Pay Scale Rs.

5200-20200) in Grade Pay Rs. 1900/2000 & Rs. 2400/2800- ; 10 (Ten) vacncies in Grade Pay Rs.

1800 in ECR HQ/Hajipur and total 25 (Twenty Five) vacancies in Pay Band-1 (Pay Scale Rs. 5200-

20200) in Grade Pay Rs. 1800/- in all the 5-Divisions i.e. Dhanbad, Danapur. Mughalsarai, Sonepur and Samastipur) against Sports Quota (Open Advertisement). The Railway Administration reserves the right to modify the number of vacancies.

2. Sports discipline wise vacancies are as under :-

Requirement of Players in Grade Pay Rs. 1800 in all the 05-Divisons of East Central Railway:

NOTE : Centralised Trial for each Game will be conducted against the posts of Grade Pay Rs.

2800/2400 & Rs. 2000/1900 and separate Centralized Trail will be conducted for the posts of Grade Pay Rs.1800. Hence, the applicants should apply at one place against the post of same Grade Pay as the trial will be conducted centrally.

3. Period of Reckoning Sports Achievements:

For recruitment against sports quota, the sports achievements shall be in the current and/or immediate previous 02 (two) financial years and sportsperson shall be an active player. For this purpose, previous two financial years from the date of notification, shall be taken into account.

For example, notification issued in 2014-15 (i.e. from 01.04.2014 to 31.03.2015) for recruitment against Sports Quota, the sports achievements of current Year (2014-15) and previous two financial years. i.e. 2012-13 and 2013-14 shall be taken into account and therefore, sports achievements on or after 01.04.2012 shall only be considered for appointment in the extant case. For this purpose, concluding day/date of the Tournament/Championship shall be taken into account.

4. Age Limit

The age limit will be 18-25 years. (The age of sports person will be reckoned as on

01.01.2015) No relaxation in upper or lower age limit will be given.

5. Minimum Educational Qualification for recruitment:-

In G.P.- Rs. 1800 – Matriculation or ITI or equivalent

In G.P- Rs. 1900/2000- Matriculation with 50% marks or equivalent or higher education

In G.P- Rs. 2400- Intermediate in Science with Maths & Physics (If recruited in Technician Grade) In G.P- Rs. 2800- Graduation or equivalent

6. Examination fees :

The examination fees for recruitment against Sports Quota will be Rs.100/-. Fee can be paid only in the form of Indian Postal Order of above amount. Date of issue of IPO should not be before the date of issue of this Employment Notice.

(i) All Female Candidates, SC / ST and Minority are fully exempted from examination fees.

(ii) Economically backward class candidates means whose family income is less than Rs.50,000 per annum. They have to produce income certificate on letter head in the prescribed format as shown in Annexure- ‘A’ for exemption from Examination Fee.

Postal order should be in favour of “ FA & CAO, Eas t Central Ra ilw ay” & payable at

Hajipur. Examination fee will not be refundable in any case.

7. Medical Examination : The sportsperson (Male/Female) to be appointed shall fulfill the minimum medical norms after examination by Railway Medical Authority for the post for which he/she has to be considered for appointment.

8. Procedure for Recruitment

(1) Selection will be conducted through TRIAL and INTERVIEW by Recruitment Committee. No TA/DA/Accomodation will be provided for attending trial/interview. The candidate may have to stay for 2-3 days during selection for which he/she has to make his/her own arrangement.

(2) Dope test can be done if need arises.

(3) Vediography will be conducted of all field trial to maintain transparacey.

9. How to apply:

(i) The given format should be neatly typed or hand written either in English or Hindi on a A-4 size paper and should be filled in own hand writing. One passport size photograph should be pasted at the specific space on the application form duly signed on the top by the candidate. Application should be properly addressed as per the address given in Para-10 below.

(ii) Two similar passport size photographs (same as affixed in the application form duly signed on the top) should be clipped along with the Application Form.

(iii) All the copies of certificates in support of age, caste (applicable for Central Government services), educational qualification, sports achievements & other qualifications should be attested either by a Gazetted officer or by self and should be enclosed along with the Application.

(iv) All applications should be accompanied with Indian Postal Order of Rs.100/-. (All Female

Candidates, SC/ ST and Minority (Muslims,Christians, Sikhs, Buddhists, Zorastrians {Parsis})

& Economically Backward candidates, whose income is less than Rs.50,00 per annum are fully exempted from this payment.)

(v) In Team Games, the certificate for actual participation in the field of play issued by the competent authority must be enclosed with the application.

(vi) In case of serving employee “No Objection Certificate” from the employer should be

attached.

(vii) More than one application in one envelope will be rejected.

(viii) Only those candidates who fulfill the prescribed norms, should apply.

Applications addressed to any other official except as given above, should be summarily rejected. The candidate may drop the application in the drop-box provided for the purpose in above offices. No acknowledgement will be given at the counter.

Neither application will be accepted after the closing date for whatever reason nor any enclosure will be received separately after the receipt of application for attachment with application.

11. Minimum norms for recruitment of sports persons in Group ‘C’ categ ory

International Championships/Events are categorized as under :- Category- A: Olympic Games (Senior Category)

Category- B: World Cup (Junior/Senior Category),

World Championship (Junior/Senior Category), Asian Games (Senior Category)

Commonwealth Games (Senior Category)

Category- C: Commonwealth Championships (Junior/Senior Category) Asian Championships/Asia Cup (Junior/Senior Category) South Asian Federation (SAF) Games (Senior Category) USIC (World Railways) Championships (Senior Category)

Sportsperson who has any of the following sports achievement in team or individual event in the games mentioned above, may apply for the post in different Grade Pay :

For the post in PB-1 (5200-20200), & G.P- Rs. 2400/2800

(i) Represented the country in Olympic Games (category- A), OR

(II) At least 3rd position in any of the Category- B Championship/events.

For the post in PB-1 (5200-20200), & G.P- Rs. 1900/2000

(i) Represented the country in any of the Category- B Championship/events.

OR

At least 3rd position in any of the Category- C Championship/events.

OR

(iii) At least 3rd position in Senior/Youth/ Junior National Championship

OR

(iv) At least 3rd position in National Games organized under aegis of Indian Olympic

Association.

OR

(v) At least 3rd position in All India Inter University Championship organized under the aegis of Association of Indian Universities.

OR

(vi) 1st positon in Federation Cup Championships (Senior Category)

For the post PB-1 (5200-20200), & G.P- Rs. 1800

(i) Represented the country in any of the Category- C Championship/events.

OR

(iii) At least 3rd position in Federation Cup Championship (Senior Category).

OR

(iii) Represented a State of equivalent Unit, except on Marathon and Cross Country, in

Senior/Youth/Junior National Championships

OR

(iv) At least 3rd position in Senior State Championships for all Units and Districts of the State

Note

(a) All the championships mentioned above must be conducted under the aegis of recognized International/National/State Sports Federation and also recognized by the RSPB (Railway Sports Promotion Board).

(b) For Norms : Represented a State or equivalent unit in Junior/Senior National Championship and obtained at least 3rd position and Represented a State or equivalent unit, except in Marathon and Cross Country in Junior/Senior National Championship, only Senior National and Junior National Championships shall be taken into consideration. Rural Meets, Festival Meets and other similar tournaments shall not be considered.

(c) In Cricket(Men) :

(i) At International level, representation of Main Indian Seniors Team in a Test Match or in a limited Overs One Day International Match or in a Limited Overs One Day International Match or in a Twenty-20 overs Match, shall also be considered for recruitment against the posts having Grade Pay Rs.1900 or Rs.2000 in Pay Band Rs.5200-20200.

(ii) At National level, following sports achievements in 4 Days/One Day Limited overs/Twenty-20

Overs Men/Women Cricket Championships (except Vizzy Trophy), Organized under the aegis of BCCI; may also be considered for recruitment against the posts having Grade Pay Rs.1800 or Rs.1900 in Pay Band Rs.5200-20200 :-

(d) In Golf, for recruitment against the posts having Grade Pay Rs. 1800 ; sportsperson having I.G.U. ranking up to 100, subject to single handicap i.e. less than 10 (in order of Merit/Amateur Merit list) shall also be eligible for recruitment. Only the current Annual All India Ranking shall be considered for these purposes.

(e) In Athletics, Medal winning performance in National Inter State Senior Athletics Championships, may also be considered for recruitment against the posts having Grade Pay ` 1900/-.

(f) In Badminton, sportspersons may also be considered for recruitment on the basis of their current

Annual All India Rankings; in different Grade Pay and Pay Bands, as per following criteria:-

Only the current Annual All India Ranking shall be considered for these purposes. Ranking in Mixed-Doubles shall not be considered.

12. Conduct of Trial :

(i) Trial of candidates shall be conducted to assess their sports performance/ suitability for the team of E. C. Railway. Candidates found FIT in the Trial will be considered for next stage selection. The following is the format of marks for the trial:-

Maximum Marks for Trial - 40 Marks

FIT candidates - 25 Marks or more

UNFIT candidates - Below 25 Marks

(ii) After Trial only the fit candidates shall be considered for the next stage i.e. interview/ document verification. Only candidates declared FIT in Trial and attending interview shall be awarded the marks for the sports achievements, educational qualifications, general intelligence etc. No marks shall be given to the candidates declared UNFIT in the Trial for their sports achievements, etc. No communication shall be entertained from candidates in this regard.

(iii) Distribution of Marks:- Maximum marks which can be awarded in the Trial and during interview shall be as follows:-

a.

Performance during Trial

- 40 Marks

b.

Assessment of Sports Achievements

- 50 Marks

c.

Educational Qualification

- 05 Marks

d. General Intelligence/Personality Test - 05 Marks

Total= 100 Marks

(iV) Qualifying Marks :- Minimum qualifying marks for the recruitment through Open Advertisement in different Grade Pay, observing the criteria as mentioned in Para 11(iii) above, shall be as follows :-

NOTE : The offer of appointment shall be given purely on the basis of merit. In case more

than one sportspersons secured the same marks, preference should be given to younger candidate to decide the merit.

Date, venue and time for Trial will be intimated to the eligible candidates through Business Post. The venue for trial fixed by East Central Railway will be binding and final. Request for change of venue by the candidate shall NOT be entertained. The decision of East Central Railway in all matters relating to eligibility, acceptance or rejection of applications will be final and binding on the candidates.

12. Important Instructions

The decision of Railway Administration in connection with formation of panel will be final. For non-empanelment of the candidate, no correspondence will be entertained. The Railway Administration will not be responsible for any postal delay or wrong delivery. Canvassing in any form will disqualify the candidate. The application which suffer from material irregularities such as unsigned, incomplete, illegible, without requisite & attested enclosures, without desired fee (in the form of IPO), not in prescribed format, without attested copies of certificate/testimonials and the application which in the opinion of Railway Administration are otherwise invalid will be rejected at any stage.
