NOTIFICATION

Recruitment for the post of Staff Nurse in

Government / Autonomous Institutions in the State of Karnataka.

Government in their letter No. HFW 394 MPS 2014 dated 01-12-2014, 24-02-2015, 19-05-2015 and 06-08-2015 has directed Karnataka Examinations Authority to conduct Competitive Examination to the eligible B.Sc. Nursing and GNM Diploma candidates for recruitment to the posts of Staff Nurses in the following Government / Autonomous institutions in the State of Karnataka.

Accordingly applications are invited from the eligible candidates as per the provisions laid down in “Karnataka Medical Department Services (Recruitment) (Amendment) Rules, 1988”. Applicants have to appear for the Competitive Examination to be conducted by Karnataka Examinations Authority.

Pay Scale: 17650-32000 (State Scale)

Number of Posts: Institution wise vacancy positions and category wise breakup has been hosted on the KEA Website http://kea.kar.nic.in for the information of the applicants.

1. AGE LIMIT: As on the last date fixed for receipt of application, the candidate must NOT have attained the age of

a) 35 years in case of General Merit candidates;

b) 38 years in case of 2A, 2B, 3A and 3B category candidates

c) 40 years in case of Scheduled Caste, Scheduled Tribe and Category-1 candidates.

Provided that the maximum age limit prescribed above shall be enhanced by

a. three years plus number of years of service rendered by him / her, in case of Ex- serviceman;

b. number of years of service rendered by him / her, in case of whole time NCC Cadet Instructor;

c. number of years of service or five years whichever is less in case of Census candidates;

d. number of years of service or ten years whichever is less in case of Government in- service candidates;

e. number of years of service in case of Village Group Inspector;

f. Ten years in case of Bonded Labourer, Widow, Differently Abled candidates

OR

as in sub-rule (3) of rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977.

2. QUALIFICATION – STAFF NURSE:

a. Those who are applying for B.Sc. posts,

Holding a Degree in B.Sc. Nursing from the recognized institute. b. Those who are applying for Diploma posts,

Must possess a certificate in General Nursing Course of not less than 3 years and a certificate in Midwifery or Psychiatric Nursing course of not less than 6 months from the recognized institute

and

c. The registration in Karnataka Nursing Council is Mandatory for both the posts

NOTE: The educational qualifications prescribed by the Competent Authority in regulations /

guidelines issued from time to time will be applicable in deciding the eligibility.

3. ELIGIBILITY CONDITIONS:

a. Candidate should be a Citizen of India.

b. The male candidate who has more than one wife living and female candidate who have married a man already having another wife are not eligible for recruitment unless they have obtained prior permission from the Government.

c. The candidate must be physically and mentally fit and they should be able to discharge their duties confidently for the post to which they will be selected.

d. The candidate who attempts to obtain extraneous support by any means for his candidature from officials or non-officials are not eligible for appointment to the posts specified in this recruitment.

e. The candidate who is or has been convicted of an offence involving moral turpitude or who is or has been temporarily debarred or disqualified by the Union or any State Public Service Commission from appearing for examinations or selections conducted by it shall ordinarily be appointed to the State Civil Services are not eligible to the posts specified in this recruitment, unless the Government after a review of all the circumstances consider him suitable for such appointment.

f. The candidate

I. who is or has been a member of, or has associated himself or herself with, anybody or association after such body or association is declared as an unlawful body or association; or

II. has participated in or is associated with, any activity or programme,- i. aimed at subversion of the Constitution of India;

ii. aimed at organised breach or defiance of law involving violence;

iii. which is prejudicial to the interests of the sovereignty and integrity of India or the

Security of the State; or

iv. which promotes, on grounds of religion, race, language, caste or community, feelings of enmity or hatred between different sections of the people; or

v. is dismissed from service under the Government of India or any State

Government; or

vi. is or has been permanently debarred or disqualified by the Union or any State Public Service Commission from appearing for any examinations or selections conducted by it;

are not eligible to the posts specified in this recruitment.

Misconduct: Further, A candidate found guilty of impersonation or of submitting fabricated documents or documents which have been tampered with or of making statements which are incorrect or false or of suppressing material information or of using or attempting to use unfair means in an examination conducted for purposes of recruitment of otherwise resorting to any other irregular or improper means in connection with his recruitment may, in addition to rendering himself liable to a criminal prosecution and to disciplinary action be debarred either permanently or for a special period,-

(A) By the commission or other recruiting or examining authority from admission to any examination or appearing for interview for selection of candidates; and

(B) By the Government from employment under it.

4. COMPETITIVE EXAMINATION – PAPERS:

All eligible candidates should appear for the Competitive Examination conducted by Karnataka

Examinations Authority. (Multiple Choice Questions in English)

Paper duration – 150 Minutes – 120 Minutes for Answering -100 questions - 100 marks

Competitive Examination will be conducted in one session separately for B.Sc. and Diploma

Candidates.

5. SYLLABUS:

a. Syllabus as prescribed by RGUHS, Bangalore for B.Sc. Nursing.

b. Diploma in General Nursing and Midwifery / Psychiatric Syllabus as prescribed by Indian

Nursing council.

6. KANNADA LANGUAGE EXAMINATION: 150 Marks Two Hours

Kannada Language Examination (Descriptive) for 150 Marks will be conducted for the candidates who have NOT studied Kannada as 1st or 2nd language or as Optional Subject at SSLC or 10th standard level or at equivalent examination as per Government norms. Such candidates have to score a minimum of 50 marks in Kannada Language Test to become eligible, further the marks score in this Kannada Language examination will not be considered for determination of merit. Time table for Kannada Language Examination will be published along with the Competitive Examination time table. Pattern of the Kannada Examination will be as follows:

7. METHOD OF APPLYING:

Candidates have to apply only through online by browsing the URL: “Staff Nurse Recruitment -

2015” in the KEA Website http://kea.kar.nic.in Application is common for all the institutions. There is no pen and paper method of applying. Detailed instructions regarding filling application online is hosted on the KEA Website http://kea.kar.nic.in

NOTE:

· Candidate can apply for more than one institution to which they are interested to be considered for merit list.

· There is no provision to apply for Indira Gandhi Institute of Child Health, Bangalore through this notification.

· Candidates who have already applied for Indira Gandhi Institute of Child Health, Bangalore and if they are willing to apply for other institutions are here by informed to apply through this notification.

· Further, the candidates who have already applied for Indira Gandhi Institute of Child Health, Bangalore will have to appear for this Competitive Examination conducted by KEA to become eligible for recruitment of staff nurses in Indira Gandhi Institute of Child Health, Bangalore.

The eligible Differently abled candidates should undergo medical examination conducted by the respective institutions after the declaration of merit list.

NOTE: 1. If the candidates desire to apply for more than one institution, then they have to select the institution in the online application, and

2. also they have to pay the fees separately for each institution.

9. COMPETITIVE EXAMINATION TIME TABLE:

The Competitive Examination is likely to be conducted in the Month of January 2016. The

Examination Time Table will be notified later in the KEA Website http://kea.kar.nic.in

10. PLACE OF EXAMINATION:

The examination will be conducted at Belgaum, Karwar, Koppal, Madikeri, Gadag, Gulbarga, Chamarajanagar, Hubli, Bangalore, Hassan and Bidar.

NOTE: Even though the candidate has applied for more than one institution, he / she has to appear for Competitive Examination in only one centre of his / her choice entered in the online application, as the Competitive Examination is common for all the institutions.

11. METHOD OF SELECTION:

Competitive Examination is common for all the institutions. On the basis of merit determined as per the marks secured in the Competitive Examination by the candidates, KEA will prepare a merit list in respect of each institution, and If the aggregate percentage of the total marks secured in the Competitive Examination of two or more candidates is equal, the order of merit in respect of such candidates shall be fixed on the basis of their age, the person older in age being placed higher in the order of merit.

Despite the candidate has applied for more than one institution, he / she will be included in the merit list for all the institution to which the candidate has applied based on the performance of the candidate in the Competitive Examination.

12. PROCEDURE FOR DETERMINATION OF MERIT:

Step1. After completion of the Competitive Examination, Provisional Answer Keys will be hosted on the KEA website for the information of the candidates. Candidates can file their objections to the provisional answer keys with justification within the specified date and time. The objections received if any, will be scrutinised by the Expert Committee and the decision of the Expert Committee will be final in deciding the Correct Answer Key.

Step2: Merit list will be prepared by adopting the Answer Key given by the Expert Committee for evaluation.

Step3: Separate merit list will be prepared by KEA for each institution based on the performance of the candidate in the competitive examination as detailed above.

NOTE: Mere inclusion of the name of a candidate in the merit list will not confer any right of appointment.

Step 4: KEA will hand over the merit list to the respective institution for further recruitment process as per the norms of the Government by following the roster reservation. Details are as follows:

1. In case of any discrepancy / ambiguity arise with regard to any of the above prescribed rules / procedures, Karnataka Civil Services (General Recruitment) Rules, 1977 and its amendment rules shall prevail.

2. Karnataka Civil Services (General Recruitment) Rules, 1977, the Karnataka Civil Services (Classification, Control and Appeal) Rules 1957, the Karnataka Civil Services (Conduct) Rules, 1966 and the Karnataka Civil Services (Probation) rules 1977, “Karnataka Medical Department Services (Recruitment) (Amendment) Rules, 1988” and all other rules for the time being in force regulating the conditions of the service of Government servants made or deemed to have been made under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), in so far as such rules are not inconsistent with the provisions of these rules shall be applicable to the selection made and to the persons appointed under these rules.
